Mike’s professional career spans over 42 years,  helping both large and small communities achieve their development and redevelopment objectives.  Mike is particularly passionate about helping small communities utilize economic development tools to make exciting projects happen. His expertise in tax increment financing has helped PGAV’s municipal clients leverage hundreds of millions of dollars in new private investment in their communities.

Mike serves as the on-call economic development consultant for many communities, always providing important guidance and key insight to help municipal leadership plan for the future of their community.

Mike is a current member of the Illinois Comptroller’s Local Government Finance Advisory Committee. In addition, over his career, Mike has served in leadership roles for several organizations, including:

  • Past President, St. Louis Metropolitan Section of the American Planning Association (APA)

  • Past Executive Committee Member & Treasurer, Illinois Tax Increment Association

FAVORITE CITY TO VISIT

Any city or town in the Grand Traverse Bay area of Michigan in the Summer or Fall. Winter as well if you like to snow ski. Beauty abounds and plenty of outdoor activities await. I suggest enjoying an outdoor concert at Interlochen.

RECENT PROJECT

Mike recently assisted the City of Moline in setting up an Illinois “Business District” to help finance the rebuild of the iconic Captains Table Marina Bar & Grill that was totally destroyed by fire in 2018. It reopened in August of 2020.
